I am using nokia 2700 c as a modem. but i am not able to get to the router .?

i am using Nokia 2700 c as a modem....... but my IP keeps on changing and so the default gateway . I seen a thing that my IP and default gateway are always same..... but when i try to get to my router using that default gateway....... i am using windows and i want to port-forward please help.
