1999 lincoln navigator obd2 port not working?

I have miss fire I have all 8 coils but when I put a obd2 scanner it don't power up at all I checkd my cigarette lighter and its not working so I checkd the fuse and its fine even replaced the fuse and still no power to obd2 port or cigarette lighter and I'm not about to jump any wires and its not the pcu cuaz the truck still runs fine
